Russian computer experts using Microsoft database software (provided by the United States) to track Russian nuclear material, found a flaw in the software that causes records to disappear after a while. America is supplying Russia with a billion dollars a year to help keep track of Russian nuclear weapons material. The Russians still had their paper records, so were able to confirm the flaw. Since the United States was using the same software, there has been a frantic effort to fix the flawed data files back in America.
