The Axis of Evil is going to get rather crowded. The US is openly suggesting that Libya, Syria, and even Cuba could deserve inclusion in its ranks. Libya has accelerated its program to acquire weapons of mass destruction since UN sanctions ended in 1999. While it is nowhere close to building a nuclear weapon, it has produced at least 100 tons of lethal chemical weapons at the Rabta plant and is continuing its biological warfare program despite signing the UN treaty pledging not to. Syria has stockpiled the nerve gas Sarin, is moving to produce the more lethal VX nerve gas, and is capable of producing biological weapons. Syria has a wide array of missiles and combat aircraft to deliver such weapons. The US has "taken note" that Syria and Libya have ignored US pressure to shut down their weapons of mass destruction programs.--Stephen V Cole
