The government announced that, in the last two months, seven LRA leaders had surrendered, along with 200 of their troops. The army says it is negotiating with many more LRA leaders, working out the terms of their surrender and rehabilitation. Meanwhile, LRA raids on villages and refugee camps in the north continue, leaving an average of two civilians a day dead.
