Rwandan President Paul Kagame and Ugandan President Yoweri Museveni Apparently negotiated the deal. Uganda accuses Rwanda of starting the latest round of fighting. An AFP report gave a tactical picture of the situation in Kisangani. The Rwandan army controls the Tshopo Bridge north of Kisangani, which gives it the ability to block Ugandan reinforcements. Both sides have entrenchments around the Bangoka aiport, 15 kilometers northeast of the city.
