An opinion poll, to find out which government agency is considered the most corrupt, named the armed forces as the second most corrupt in the country. The troops (or rather, their sticky fingered officers) were beaten out only by the government pension system. The corruption in the military has always been a major impediment in making headway against Moslem and communist rebels.
