The Maoist rebellion has, since 1996, left 7,300 dead and large segments of the population terrorized. Using the army, in addition to the police, has a downside, as the troops have a harder time telling friendlies from enemies and often shoot suspects out of hand. The government is trying to overcome this by expanding the police force.
