 Rebels are attacking power plants and power transmission lines, but with mixed success. Attacks on heavily guarded telephone facilities has also had mixed success. Inside the capital, three rebel bombs were found and defused. 

Rebels continue to terrorize rural residents by killing or kidnapping government officials, or citizens thought to be pro-government.
