Thousands of refugees, in camps outside the capital, are starting to move because of rumors that LURD is now advancing on the capital. There are at least 17,000 refugees in camps ten kilometers outside the capital.

Meanwhile, after returning from the peace talks in Ghana, president Charles Taylor has offered to form a new government with rebels taking senior positions. The rebels say they will only join the government if president Taylor resigns. Taylor also reported that he had foiled a coup attempt organized by unnamed foreign diplomats.

The Ghanaian government said that it had received an international arrest warrant for Charles Taylor before Taylor flew back to Liberia. The war crimes officials said they had deliberately indicted Taylor now because they knew he would be out of Liberia and thus vulnerable to arrest. Ghanaian officials apparently were reluctant to violate their hospitality to those attending the peace talks by honoring the arrest warrant and taking Taylor into custody.
