The Ivory Coast's rebel military leaders declared a state of emergency and blocked access to the parts of the country under their control, accusing the president of failing to fulfill promises meant to end civil war. They also ordered all nine of their representatives to the three-month-old national reconciliation government to come home, after the attack on Soro.- Adam Geibel
