Soldiers, civilians and reporters returning to Iraq after having been away for a few months have noted an increase in living standards for Iraqis and a feeling of greater security. Outside of Baghdad and the Sunni Arab areas, there's lots of economic activity and optimism. But even Baghdad is loosening up.
