The government is accused to bringing Hizbollah terrorists into the southwestern area where ethnic Arab Iranians have been demonstrating against the government. The Hizbollah are largely recruited from among Shia Arabs in Lebanon, and many receive terror, and other,  training in Iran.

April 24, 2005: Iran and Tajikistan signed a military cooperation agreement. Iran will help Tajikistan maintain  military equipment, as well as provide Tajik troops with training. Iran is trying to expand its influence in Central Asia, where Islamic radicals have been having a hard time.
