 India, or at least most Indian state governments, have decided to send police, not negotiators, after the thousands of armed Maoist rebels that operate in eastern India. Many Indian Communist Party factions support the Maoists, which has made it difficult for national and state governments to use force to disarm and disperse these Maoist groups. The Communists insist on negotiation, but the Maoists will only settle for an overthrow of Indian democracy and the establishment of a communist dictatorship.
