India continues to try and apply the rule of law in Kashmir in order to retain as much public support as possible. Today. India arrested three border guards and charged them with raping an 18 year old Moslem woman. Two members of the Ikhwan (pro-Indian militia) were arrested for killing five Moslem villagers (suspected of supporting rebels) on the 17th.

The United States is negotiating with Pakistan to improve control of the Afghan-Pakistani border. The talks are difficult, as they include giving American military units permission to operate on both sides of the border.
