The violence in Haiti is not much worse than what is found in some American or British cities. The difference is that, in most parts of Haiti, it's local gangsters who are running things, not government officials. Gang gunmen keep the streets safe in most areas, and the gangs plunder their turf systematically. At least until the police or peacekeepers show up. The police are largely just another gang. UN efforts to produce corruption-free cops has not been successful. There are some clean cops, but they are outnumbered by the dirty ones. The UN will keep fighting gangs, and trying to recruit and train honest cops, at least until the October elections. After that, the UN will eventually declare victory and go away. And Haiti will be as it was, and has been for two centuries.
