Congress is providing only one more senior general this year (making the head of the II Marine Amphibious Force a three-star job), although the House wants to make the head of the Army Veterinary Corps a brigadier general. Congress won't allow more generals or admirals to be added until the Pentagon produces a study proving that they need more.--Stephen V Cole
