The Air Force wants to have an Army brigade attached to each of its 10 Air Expeditionary Forces to provide a balanced force. The Army, which doesn't have 10 brigades to spare, points out that some missions need ground troops and some do not, and that the decision on whether to send ground troops should be made on a case-by-case basis. The Air Force insists that if it gains control of the Army brigades, it can get them to the war faster than the Army got a helicopter brigade to Albania. --Stephen V Cole
