@ Phase 1: 20 interceptors based in Alaska by 2005.

@ Phase 2: 100 interceptors based in Alaska by 2010.

@ Phase 3: 125 Interceptors based in Alaska and 125 in North Dakota by 2020.

@ Phase 4: Additional interceptor bases covering Europe.
